About CORA

CORA stands for Civic Oversight and Research Assistant. It tracks bills in Texas and the U.S. Congress and explains them in plain language.

Why CORA exists

Somewhere this week, a committee will decide the fate of a bill about your water, your school, or your job. Almost nobody outside that room will hear about it.

The official record is public. But it is written for lawyers, spread across many sites, and easy to miss. Most people never see it until the law has already changed.

We built CORA to close that gap. We are independent and not affiliated with any party, campaign, or office. For now we would rather you judge the work than the people behind it.

What CORA does

CORA follows every bill from the day it is filed to the day it becomes law. For each one, it shows you:

  • what the bill does, in plain language
  • where it is in the process right now
  • who wrote it and who signed on
  • what changes if it passes, and what stays the same if it fails

CORA does not replace the official record. It translates it, and links you to the original every time so you can check the translation.

What CORA does not do

CORA does not tell you what to think. There is no good-bill badge and no score. We do not endorse candidates, parties, or positions.

That is a deliberate choice, not a missing feature. A tool that sorts bills into good and bad stops being useful to half the people who need it. You get the facts and the plain-language explanation. What you do with them is yours.

CORA covers Texas and the U.S. Congress at launch — more states are coming. We would rather say that plainly than imply coverage we do not have.

Who CORA is for

Anyone who has ever thought, wait, they voted on what?

You do not need to know how a bill becomes law. You do not need to know what engrossed means. If a word on the site is unfamiliar, the glossary defines it. Most of them turn out to be simpler than they sound.

Where to start

Look up a bill about something you already care about. Search for school, or water, or whatever brought you here. Read the summary. That is the whole product, and it takes about two minutes.
